Where the state facts come from

Every state fact on this site comes from the Home Care Agency Licensing Reference Guide, Non-Medical / Personal Care Home Care Agencies — All 50 States. Research completed: October 15, 2026. Supersedes: HCO Licensing Reference Guide (March 2026).

According to the guide’s method statement, 1,160 official state pages and documents were reviewed (very long documents were read up to roughly 90,000 characters). Facts were kept only when a verbatim quote was found in the page text (4,608 quote-checked facts in total). The highest-impact items, such as new laws, vetoes, and fee schedules, were then rechecked by hand.

Limits: fees and forms change often. Agencies sometimes post conflicting figures (a statute vs. an older form); those conflicts are shown, not resolved by guessing. Confirm the current fee with the agency before filing. This guide is a research reference, not legal advice.

How it is presented here

  • The guide’s wording is kept. Only line breaks from the original layout are joined, and a few sentences that began in lower case are capitalized.
  • The labels Not required / N/A, CHANGED SINCE MARCH 2026 and WATCH are shown exactly as the guide uses them.
  • Items the guide grades UNVERIFIED keep that grade in our data and are shown as “Not confirmed in official sources — check with the state agency”. Approval timelines with that grade are shown as “No official timeline published — check with the agency”, and fees where official figures conflict are shown as “Conflicting official figures — confirm current fee with the agency.” We could not confirm this item on an official state source during our review, so we did not estimate it. Gaps are not filled with estimates.
  • Where sources conflict, the conflict is shown in the entry’s source notes, not resolved by guessing.
  • Bracketed numbers link to the numbered official sources at the bottom of each state page.
  • Where an official source changed after October 15, 2026, the entry says ‘Updated after the October 15, 2026 guide’ and links the new source. A small number of clarifying notes and wording changes from a later review of the official sources also appear on the state pages.

Our conflict of interest

Home Care Agency Blueprint sells licensing and startup help for new agencies. That gives it a reason to make licensing look hard. The state pages carry no sales copy. Each page links to our booking page in the header, in one booking section at the bottom, and in the footer. You do not need to talk to anyone to use this site.

Privacy

There are no sign-up or contact forms on this site. The only form is the state picker, which sends nothing but the state you choose. The checklist saves your marks in your own browser only. There are no embedded videos on this site. See the privacy policy and terms on the Home Care Agency Blueprint site.

Corrections

If you find an error, call (949) 873-3224 or use the contact page on the Home Care Agency Blueprint site. Tell us the state, the item and the official source. Confirmed errors are fixed and the page date is updated.
